Is Liar and Cheat Phil Woolas also guilty of Incitement to Religious Hatred?

Now that the dust is settling on the election court decision to declare void Oldham's result and as Labour has suspended Phil Woolas from the Party one issue that's been completely ignored is whether Woolas is also guilty of Incitement to Religious Hatred?

In the court proceedings Woolas himself admitted sailing close to the wind however, he continued to maintain that "the Muslim extremist campaign against me was virulent", highlighting that his target was Muslims.

During the campaign his strategy developed and emails from his team highlight how he wanted to:

• get the white folk angry
• repeat the target the mad muslims
• go strong on the militant muslim angle
• galvanise the white sun reading voters

While the 1986 Public Order Act contains the offences of inciting or stirring up racial hatred, The 2006 Racial and Religious Hatred Act amends the 86 Act and introduces the offence of Religious Hatred which carry's the threat of prison for anyone who tries to stir up religious hatred.

Although I understand any prosecution would need to be approved by the Attorney General I nevertheless urge and encourage those Muslims who Woolas targeted in his campaign to make a complaint to the Police on the grounds of Incitement to Religious Hatred an Act of Parliament that Woolas ironically voted for.
